A working day without internet, task by task
The fair way to judge an offline tool is to unplug the router and try to finish a real job. Here is what happened to each step of building a small renovation-company site in Mobirise with Wi-Fi switched off, and what had to wait.
In the morning you open the project you saved yesterday. The app starts normally, the theme and its blocks are already on disk, and the editor behaves exactly as it does online. You drop in a header, a gallery and a contact block, replace the sample text, swap photos from a folder on your laptop, and set spacing and columns in each block's parameters panel.
By lunch you flick through the three preview sizes to see how the gallery wraps on a small screen. This is all local work, so speed depends on your computer, not on a signal.
In the afternoon you reach the jobs that leave your machine. Asking the AI for a new layout, sending files to the host and fetching a theme that is not yet installed all have to wait for a connection. Publishing to a local folder is the exception: it writes the finished HTML straight to disk, so you can still open the site in a browser and show it to a client on the spot.

This is how a free offline website builder should behave. A practical habit: before a trip, open the app once while online, install any themes you expect to need, and let pending updates finish. Then the day offline has nothing missing.
Licence checks and first-start rules per app
An app can be fully offline in daily use and still need the internet once, to activate a key. That matters if you install on a computer that rarely goes online. This is what each vendor states on its own site; where nothing is published, we say so instead of guessing.
Mobirise
Account sign-in and plan purchases go through the internet. After that, the editor, the previews and the themes on disk carried on without a network in our test above. If the computer will stay offline, do the first launch and sign-in somewhere with Wi-Fi.
Bootstrap Studio
The vendor's FAQ says the first start needs a connection to check the licence key; after that it runs offline, and updates need the network again.
WYSIWYG Web Builder
Activation connects to the vendor's registration server. Offline editing is not mentioned on its official pages, so test the 30-day trial with the cable out before you pay.
Pinegrow
Its FAQ says you can build websites offline. One licence covers up to 3 of your computers; a subscription stops working when it ends, a one-time licence keeps the current version.
Blocs
"Works offline" is in its feature list. The free mode builds sites but cannot export or publish; that needs a one-off Standard or Plus licence.
RapidWeaver Elements
Lists offline work as a feature and runs on macOS 13 or newer. If the yearly subscription lapses, the app keeps working without new updates.
None of the vendors above publishes a periodic re-check interval (for example every 30 days), so we do not claim one. If your setup is fully air-gapped, ask the vendor in writing.

The project is what the app edits. The published folder of HTML, CSS and JavaScript is what visitors see. Back up both.
Export to a local folder often
Publishing to a folder is free and works offline, so each export is also a readable snapshot of the site.
Keep a second copy off the laptop
A USB drive, or a cloud folder that syncs that updates when you reconnect protects a week of offline work.
Date your snapshots
Name exported folders by date, such as site-2026-10-16, so you can roll back a change that went wrong.

Reinstall themes before travel
Premium themes come with your plan, so sign in on the new machine while online and install the ones the project uses.
Bring AI drafts in early

Where can I get offline website builder software free download?
Mobirise is free from history.mobirisesite.com, the official version-history page, which also lists every earlier release. The installers are about 105 MB for Windows, 134 MB for each Mac build and 102 MB for Linux. You can find all four on our download page as well.
Is there a free offline builder for Windows 10?
Yes. MobiriseSetup.exe supports every Windows release from 7 up, 10 and 11 among them, and once set up it keeps editing and previewing with the network cable out.
Is there offline website builder software for Mac?
Yes, and Mobirise is one offline website builder for Mac that is free: it comes as two .dmg files, one per chip type, for High Sierra and newer. Which offline builder runs on Linux?
Mobirise offers a .deb package for Ubuntu and similar distributions. Pinegrow and Bootstrap Studio have Linux downloads too.
Is Wix offline?
No. Wix runs only in the browser and has no desktop builder, so you need a connection to edit. The same is true of 8B AI and most online builders.
Can I build website offline and publish it later?
Yes. Build and preview with no network, save the pages into a folder, then send them over FTP or to GitHub Pages once you reconnect. Nothing about the site changes between the two steps.
Which offline website builder app needs no code?
Mobirise, Blocs, WYSIWYG Web Builder and RapidWeaver Elements are built for people who do not write code. Pinegrow expects you to know HTML and CSS, by its own FAQ.
Can I build website offline with WordPress?
Only with extra setup. WordPress is server software, so offline use means running PHP and MySQL locally through a local server stack. A desktop builder skips that layer; our overview of website-making programs puts both routes side by side.
Does the AI work offline?
No. Each generation runs on Mobirise servers, so it needs the internet; a free account gets three per month. Our page on turning a short description into a site covers the AI side.
Is there a website builder offline free of charge for good?
Mobirise has no trial clock. If you ever buy a plan and later let it lapse, sites already published remain live, the app returns to its free tier, and your local projects stay where they are.
Can I edit the HTML offline too?
